ESRI Research Seminar : NEET youth in the aftermath of the crisis

High rates of joblessness amongst youth in the wake of the Great Recession have hampered the transition from education to work for many. The difficult labour market situation young people find themselves in today not only weakens their economic position and hampers the progress of their careers, but can keep them from reaching other traditional markers of adulthood, leaving them disenchanted and discouraged. In addition to the immediate loss of income and skills, this can have serious long-term effects on social outcomes such as health, fertility and crime, and may endanger social cohesion. This seminar will examine the ‘NEET’ group across the OECD - young people not in employment, education or training. The NEET group will be profiled to see which groups of young people are particularly at risk of being out of work as well as examining how long NEETs tend to spend out of employment or education. The poverty rates of young people and NEETs will be examined as will benefit adequacy. Finally, policies to assist these young people will be examined.
Speaker Bio
Claire Keane works as an economist in the Social Policy Division of the Employment, Labour and Social Affairs directorate of the OECD. Claire holds a PhD in economics from University College Dublin and her research focusses on labour economics and social policy issues including topics such as tax-benefit systems, inequality and youth. She previously worked in the Social Policy Division at the ESRI.
